Mar 26, 2021 | Omar Passes Amendment to Saudi Accountability for Gross Violation of Human Rights Act
WASHINGTON—Rep. Ilhan Omar (D-MN) today introduced and passed an amendment to the Saudi Arabia Accountability for Gross Violations of Human Rights Act to create consequences for Mohammed bin Salman (MBS) and other Saudi officials involved in the Khashoggi murder.
The amendment requires one-time reporting on any private, commercial, or non-governmental organization that is controlled in whole or in part by anyone named in the Office of the Director of National Intelligence (ODNI) report on the murder of Jamal Khashoggi. The reporting has to include what role, if any, all of those entities played in the Khashoggi murder or other gross human rights violations. It also requires State to certify whether any of those entities are sanctionable under the Global Magnitsky Act.
“The plot to murder Jamal Khashoggi was far-reaching and complex,” Rep. Omar said. “It involved not just the individuals named in the ODNI report, but also a number of private and non-governmental entities that are controlled by people named in the report, including MBS. This includes the airline that flew the murderers to Istanbul. It includes the shell companies that hide the murderers’ finances. It almost certainly includes other entities that have not been publicly reported yet. The Global Magnitsky Act applies to entities as well as individuals. So, my amendment requires the ODNI, State Department, and Treasury Department to report on what private and non-governmental entities have been involved in gross violations of human rights. It also requires a certification regarding which of those entities are subject to sanctions under Global Magnitsky. One thing that strikes me about the ODNI report is that is says MBS has absolute control over Saudi security and intelligence forces. That means this is not just about Khashoggi. This is about the scores of human rights violations we all hear about on an almost daily basis. And it’s about accountability for all of it. And Jamal would have been the first to tell us that.”
